Well, first off, this should probably be in the Tau'ri race forum.
Second, Earth's iris allows all non-blacklisted Tau'ri entry to the base by simply pressing the green button. Other codes and access for individual people can be given, and entire races can receive access to Earth. All of this, however, is up to the Tau'ri leader and other high-ranking Tau'ri to decide.
